The eagle is drawn head-on with its wings spread wide enough to carry the two dates, one under each wing, so the composition reads as a seal rather than a scene. Red and blue are used sparingly against the black ground - a few stripes, a short arc of stars - which lets the linework of the feathers do most of the work.
