The story behind this design
Enclosing a symbol changes what it does: inside a ring it stops being a picture of scales and starts behaving like a seal. The circle is drawn as a double rule with a fine gap between the lines, and small star points break the outer band at the four quarters. The glyph itself sits centered and weighted, with the horizontal bar extended just past the ring's inner edge so it touches the frame.
